Here the classic conflict of interest needs to be solved: A recycling society that aims to conserve resources would have to stop exports to destinations where an effective EoL management cannot be secured. From a social and development aid perspective, the export of, in particular, functioning IT devices makes sense ("bridging the digital divide"). There is no simple answer to this dilemma, but both targets cannot be achieved at the same time.
