Donor funding

1. The tsunami was benefited by generous donations from multiple government sources. There was emphasis on the need to catalog reliable data on pledges, commitments, and disbursements.

2. It was noted that some of the contributions had earmarking that was not necessarily consistent with the needs. One of the requests was for a system that matches resources and needs.

3. A source of concern by donors was accountability, including inconsistent tracking and better reporting of how funds were used. Another criticism was the excessive use of resources for health care and not enough for public health interventions in peripheral areas.

4. There was concern that funding needed to be rapidly available and directed to high priorities, with sufficient flexibility to respond to needs. It was also noted that funding decisions should not promote already existing inequities between populations, special populations, and nations.
