Workforce capacity building requires long-term commitment and stability together with flexibility to adapt as needs, priorities, and circumstances change.

Although short-term programs, such as stand alone one- or two-week training courses, often have a profound personal effect on the visitors, they rarely lead to the desired outcome of sustainable programs that will increase in value and productivity with time. The commitment must be for the long run, recognizing that establishing training programs can be particularly challenging in settings where infrastructure and institutional support is weak. Training programs are never static and, despite the best planning efforts, new needs, priorities, and circumstances will arise as programs evolve. This requires flexibility from all parties, and the ability to respond and adapt to new situations.
