International Environmental Bureaucracy

The second element of the international governance system is the collection of international bodies whose functions include the oversight of environmental issues. At the heart of these is the United Nations, which has established a collection of agencies who are responsible for developing policy and promoting better environmental stewardship. These include the United Nations Environment Programme (UNEP), United Nations Development Programme (UNDP), Commission on Sustainable Development (CSD), and the United Nations Educational, Scientific, and Cultural Organisation (UNESCO). The agencies associated with the United Nations are complemented by other international and regional bodies like the World Bank, Organisation for Economic Cooperation and Development (OECD), European Union, and the Organisation of American States (OAS) that play a role in the development and implementation ofenvironment policy.
