Industrial effluents are subject to state and federal requirements (see Table 4.5.2). States must tailor effluents discharge programs to water quality goals. Regulating agencies must monitor each segment of a water body at specified intervals and evaluate the impact of each discharger. Based on the evaluation, each water body is put into one of two groups:
Effluent limited—Water bodies for which the standards are met or will be met if the nationwide limits are implemented
Water quality limited—Water bodies that cannot meet the quality standards even when nationwide limits are ap-
