National Environmental Policy

for many policies set forth in other environmental statutes. First, the NEPA (§2, 42 USC §4321) sets forth a national policy to "encourage productive and enjoyable harmony between man and his environment [and] to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man." In addition, the NEPA (§101[a], 42 USC §4331[a]) establishes a continuing federal government policy "to use all practicable means and measures ... to create and maintain conditions in which man and nature can exist in productive harmony, and fulfill the social, economic, and other requirements of present and future generations of Americans."
