Congress first enacted the Safe Drinking Water Act (SDWA) in 1974 (§§1401-1451, 42 USC §§300f-300j-11) to protect the nation's drinking water supplies from contaminants.25 To achieve this goal, the act establishes federal standards for drinking water quality and regulates public water systems and the underground injection of waste. The act's current regulatory scheme, based upon its 1986 amendments (SDWA U.S. Public Law 99-339), still follows this general regulatory approach.
